03 December 2025. The Cebu Police Provincial Office (Cebu PPO) joined the Collaborative Stakeholders’ Forum: PNP Quick Response Strategies, held on December 2, 2025, at the Kabalikat Multi-Purpose Hall, Camp Gen. Arcadio M. Maxilom, Lahug, Cebu City. The forum convened national agencies, local executives, barangay officials, civil society organizations, accredited NGOs, force multipliers, partner institutions, and Cebu PPO personnel to strengthen unified action for peace, security, and public safety across the province.
Through lectures, open discussions, and the ceremonial pledge of commitment, the event underscored collaboration, transparency, and coordinated community engagement. It reinforced the Strategic Community Engagement Framework for Peace and Security, aligned with Bagong Pilipinas and the policy direction of Acting Chief, PNP, PLTGEN Jose Melencio C. Nartatez Jr.
PCOL Abubakar Udang Mangelen Jr., Provincial Director of Cebu PPO, expressed gratitude to all stakeholders, emphasizing that lasting progress in peace and security is achieved when government, barangays, NGOs, advocacy groups, volunteers, and law enforcement act with shared purpose. The forum stands as a testament to partnership-driven policing, guiding Cebu PPO’s mission to empower communities, enhance quick response strategies, and sustain a safe, resilient, and united Cebu Province.
In response, Blasert Force 568 Inc. Founder & Chairman, Mr. Achilles 'Kit' Coronel offered this message of support:
Cebu Province Police Director PCOL ABUBAKAR U MANGELEN JR; Deputy Provincial Director for Operations PLTCOL JOSE ROVIC A VILLARIN; Atty. Ronald A Luib, Jr. & Atty. Giovanni J. Bravo of NAPOLCOM 7; Mr. Michael T. Alvarez of DILG 7; Mr. Wernard Manzo of PDEA 7; Pastor Fedelito Racal, Life Coach – CPPO; Distinguished Guests, Barangay Officials, NGO Leaders, Ladies and Gentlemen—Good Morning!
It is with deep respect that I extend my support to this Collaborative Stakeholders’ Forum on PNP Quick Response Strategies. The challenges we face today—whether disasters, crises, or threats to peace and order—demand not only swift action but also unity of purpose. Quick response is more than speed; it is preparation, coordination, and trust.
This forum embodies the power of collaboration. No single institution can secure our communities alone. Progress is achieved when government, civil society, and citizens work together, sharing resources and perspectives. The PNP’s commitment to rapid intervention is strengthened when partners stand alongside them, not as spectators but as active participants in building peace and resilience.
At the heart of effective response lies innovation, transparency, and community engagement. By fostering dialogue, adopting modern tools, and investing in people, we ensure that every second counts and every life is valued.
Let this gathering inspire new partnerships, reinforce existing bonds, and ignite practical solutions. Together, we can transform challenges into opportunities and build safer, stronger communities.
May the insights and commitments forged during this forum continue to guide our collective efforts. I commend the forum for its meaningful discussions and the valuable partnerships it has strengthened, and I extend my gratitude to all participants for making this forum a success and a beacon of collaboration. Though the forum has ended, its outcomes will continue to inspire and shape our shared journey. Thank you.
